HyperCreative is a full-service IT and policy advisory firm built to bridge the gap between complex government systems and modern, actionable solutions. We specialize in data management, analytics, data governance, and application modernization, with a strong track record across public sector domains including Health and Human Services, Environmental Protection, Transportation, and Government Administration. Our work spans Medicaid, SNAP, TANF, Integrated Eligibility systems, and statewide modernization efforts that impact millions of residents.
HyperCreative was founded by Eric Hayslett after more than a decade of hands-on experience leading complex system modernization and data initiatives in state government. Eric began his career as the Data Conversion Technical Lead for Ohio’s transition from the legacy COBOL IDMS CRIS-E system to Accenture’s EBMS platform—modernizing the state’s Integrated Eligibility System as part of the Ohio Benefits initiative. He was mentored by two long-serving leaders in human services technology, which shaped his deep expertise at the intersection of legacy system transformation and policy compliance.
That foundation led to Eric’s work on the Massachusetts Medicaid Eligibility System, where he currently leads efforts to bridge two core platforms—HIX (MAGI Medicaid) and MA-21 (Non-MAGI Medicaid, built on Software AG’s ADABAS/Natural mainframe architecture)—under the Commonwealth’s One Health Initiative. He also leads one of Massachusetts’ first AI modernization efforts focused on documenting technical and business requirements using Amazon AWS Bedrock.
Beyond Health and Human Services, Eric also provides technical oversight for environmental systems modernization, including a state-level water withdrawal integration project. This initiative utilizes ESRI GIS data, USGS water depletion models, and modern API development in Python and R to integrate with both legacy and cloud-native applications.
HyperCreative delivers trusted, results-driven solutions across system modernization, procurement and proposal strategy, ESRI integration, and cross-agency digital transformation. Whether leading a statewide eligibility redesign or enhancing environmental data platforms, our mission is to help governments modernize responsibly, serve the public efficiently, and make data-informed decisions that last.
